SES - Operational Communication Strategy

  • strategy
  • concept of operations
  • talkgroup structure
  • zone rescue talkgroup for all rescues
  • day to day comm and lv 1 ops activity will occur on the zone dispatch talkgroup
  • monitored 24/7
  • soc can transition ctrl of talkgroup to sector or division based on ops need
  • (GRN - Gov't Radio Network) talkgroup is like a channel
  • comms officer - title of network contoller - who will be managing the comms of the talkgroup
  • fleet mapping area of op for talkgroup - if you move out of one zone into another you need to move to that zones talkgroup
  • SOC - State Operations Centre
  • Code Plug - radio programming of features, func and talkgroups
    • update insalled onto all radios during phase 2
    • change of func or talkgroups -> code plug upgrade required
  • dispatch - day to day talkgroup for non rescue radio comms
    • if beacon is unavailable use talkgroup to allocate non rescue jobs (but assignment is still through local unit beacon)

topic 2 - moving to the new way of working

future state

  • state ops, metro, northern, south eastern, southern, western, grn ops
  • move to talkgroup structure based on zones
  • each zone -> rescue and dispatch, 5 ops, back channel
  • additional talkgroups provided on request

rollout

zone by zone. phased.

23/11 all grn users, 7/12 asoc and nhz pmr? 22/3/22 all grn. 6/22 mtz?

  • phase 1: interim, become familiar

    • new way of working on existing profile
    • 24/7 monitoring with soc of rescue and dispatch
    • implement fleet mapping and controlled network
    • jit training zone by zone
    • feedback and leasons learned
    • old talkgroups not available, new talkgroups from golive date
    • talkgroups disabled in weeks following zone mig
  • phase 2: code plug installation

    • reprogrammed radio with new talkgroup names and struc
    • remove old talkgroups and condense list
    • additional func and training

time for soc to imp proc & systems to support new way of working

topic 3 - talkgroups

8 talkgroups, 2 main per zone

types:

  • rescue (main)

| 4 | 32 | 41-mn-tac1 | dispatch |

| 4 | 33-37 | 41-mn-tac(3-7) | zone ops n |

| 4 | 38 | 41-mn-tac8 | back ops |

soc monitoring

soc monitor zone rescue and dispatch talkgroups. may also provide monitoring support to other talkgroups as requested.

ensure safety and compliance with whs

additional talkgroups

  • incident controller determine need for additional grp
  • contact soc and req
  • soc determine what grp available and allocate to priority req

all comms on grn are recorded

becon being upgraded to support req and allocation of grp. same as job req

instructions to be provided to members who need to req

simplex channels

5 existing field ops simplex channels remain unchanged during transition

day to day

  • all rescue calls on rescue grp
  • all other events on dispatch grp
  • simplex grp available on scene
  • comms to lhq either by:
    • relaying by radio
    • req backj channel for short time to talk direct
    • one to one call

topic 4 - building radio confidence

  • procedure (pro) words keep transmission short and clear

radio single most versatile piece of equiptment

primary means for:

  • all members informed and aware of incident
  • incident cmder exec cmd & ctrl activities
  • members ti comm their obv's and prog to cmd and receive updates
  • members to comm with each other and other agencies

imperative that all radios in working order and members skilled and practiced

talking on the radio

build confidence under non stressfull sitch -> enhance radio comms in op sitch

  • before speaking know what you want to say and how to say it
  • know when to comm - info should be imnportant and timely
  • speak using clear and concise pro words -> min req to repeat

operationg the radio

  • push: short delay before talk, wait or will miss first words
    • mic in front of mouth < 2-5cm
  • pause: press ptt wait for goahead chirp on GRN or 2sec on simplex / pmr channel.

    • clearly and a little slower
    • normal volume
